Description
This is a strategic level wargame for 3 to 7 players based on Three Kingdoms era in the Chinese history.
The game title "sei ki hei kuu" is Japanese pronunciation of "旌旗蔽空" (Mandarin Chinese pronunciation is "jīng qí bì kōng"). This phrase means "many (military) flags obscure the sky". This phrase is quoted from "Former Ode on the Red Cliffs" by chinese poet Su Shi.

Player control one warlord in the end of Han dynasty.
The turn order of player's operation phase and common administration phase is decided at random.
