For three dacades El Presidente Emilio Mentirosa has governed this trobical island. He likes to be celebrated by the powerful, beatiful and rich. Tonight the champaign is on ice, latin rhythms come from the speakers on the sundeck of the presidential yacht. Tonight El Presidente ceöebrates his 60th birthday.
